It's a catch-all for the CGAL error "illegal polygonal object", which historically often has been caused by winding order issues (typically for manually specified polygons).
Now that people tend to import STL files to e.g. do mashups, the winding order might not be the top culprit anymore.
It might be possible to do some digging and get a better error message.
It might also be that CGAL is a far from ideal tool to deal with mashup-type modeling ;)
