Adds check for faac library, on which ffmpeg-0.4.9-pre1 may depend;
recreating configure with autoconf fails because 
S2C_{PATH,LOAD}_{TCL,TK}CONFIG are not defined.
allows libavcodec versions greater than 0.4.8, and tcl/tk versions 
greater than 8.4 (e.g. 8.4.9).
