For a local setup you only need to start the scheduler daemon (/etc/init.d/cups start) and then you can configure it immediately in every browser by specifying the URL "localhost:631". You can then add/configure/delete printers and manage print jobs. The default cups admin is root. But this can be cahgned (among many other things) in the /etc/cups/cupsd.conf file.
You can also enable non-local printing, print browsing and non-local administration in the cups config files found in /etc/cups.
